According to reports, the Ontario Lottery and Gaming Corporation (OLG) has initiated the process of identifying a “highly qualified” operator for its Windsor casino by releasing a Request for Pre-Qualification (RPFQ). This is the first stage in a competitive procurement process where the qualifications of a bidder are assessed to determine whether they can proceed further, as required by the Municipality. The casino in Windsor is presently operated by Caesars Entertainment and is owned by the Government of Ontario through OLG.
Duncan Hannay, OLG President and CEO, stated that OLG is moving forward with plans that will maintain the long-term vibrancy and excitement of the casino experience in Ontario. He added that releasing the RFPQ for the Windsor casino is the initial step in choosing a highly qualified service provider who will ensure the site’s long-term competitiveness while continuing to generate economic benefits for the local community and for Ontario.
The crown corporation agreed to extend its existing contract with Caesars by one year last August, and it has the option to extend it for a minimum of six months and up to a maximum of 12 months, ending no later than August 2026. Although Caesars Entertainment can still choose to participate in the RPFQ process, which closes on May 25.
Potential proponents will be prequalified based on their previous experience operating a large gaming resort. Those who are prequalified will progress to the Request for Proposal (RFP) stage of the procurement, where providers will get documents that describe the opportunity in Windsor and the information necessary to submit a detailed proposal.
OLG will continue to oversee gaming in Windsor while the winning proponent handles the day-to-day gaming operations of the casino.
